Forest Service’s California Region had not filled 725 of 4,620 planned fire positions in early July

Many of the vacancies are for senior firefighters on engine crews

An article by Pew Charitable Trusts’ Stateline section combined their data with information from the Associated Press to present a bleak picture of hiring and retention among wildland firefighters in the Forest Service’s California Region.

Below are excerpts from the article published July 14, 2021:

The Forest Service’s California region had filled 3,820 of 4,620 planned permanent and temporary positions as of early July, agency spokesperson Regina Corbin wrote in an email to Stateline.

Thirty-one of California’s 44 hotshot crews are fully staffed, Corbin said.

Almost two-thirds of vacancies at the end of spring hiring were for senior firefighters on engine crews, the data reviewed by Stateline shows.

The agency sought to fill 781 vacant permanent positions in California during spring hiring this year, according to the data. But it ended the hiring period with 725 vacancies. That’s a net gain of just 56 employees.

In June 2015 the region’s leaders expected 96% of engines to be fully staffed, for instance. In June 2020, the share was 59%.

In a different article published the same day at Reuters, still another disturbing fact came to light about wildland firefighter vacancies:

20% of the federal government’s full time firefighting positions are currently vacant, according to Kelly Martin, president of the advocacy group Grassroots Wildland Firefighters.

This large number of vacancies, including hundreds of senior positions, can severely degrade the effectiveness of the Federal government’s ability to suppress wildland fires, which is a Homeland Security issue.

River Fire burns thousands of acres west of Oakhurst, California

CAL FIRE reported Tuesday morning that the River Fire 6 miles west of Oakhurst has burned 9,500 acres and destroyed 5 structures.

As of 7:30 a.m Monday, mandatory (leave now) evacuation orders were in effect for Road 800, Road 810, Road 812, Road 600, Apache Road to 612 both sides, Road 600 between Apache Ranch and Blazing Saddle Trail, and JWP Ranch Road.

Resources on the fire include 161 engines, 24 dozers, 24 water tenders, and 30 hand crews for a total of 1,327 personnel. CAL FIRE Incident Management Team 6 has assumed command of the fire.

The River Fire started July 11 and is 10 miles southeast of Mariposa and 28 miles north of Fresno.

On Monday firefighters were working on the fire while the temperature was 99 degrees at the Grub Gulch weather station, with southwest winds gusting at 10 to 17 mph. The forecast for Tuesday is for 101 degrees, 15 percent relative humidity, and 8 to 10 mph southwest and west winds. These are not extreme conditions, but very conducive to continued fire spread with very dry fuels. The forecast for Wednesday is about the same but a bit cooler — 97 degrees.

The Sugar Fire grew by more than 25,000 acres Saturday

The Sugar Fire, the only active fire in the Beckwourth Complex, ran to the east and northeast Saturday, crossing US Highway 395 in at least two places destroying structures in Doyle, California.

Videos shot by Craig Philpott showed multiple structures burning in the small town.

The fire spread northeast for about three miles in 24 hours, growing to more than 82,000 acres.

In a virtual community meeting Saturday night, Incident Commander Rocky Opliger said, “We’re looking at unprecedented early season extreme fire behavior…much earlier than we’ve experienced before.”

Highway 395 was closed at times Saturday north of Highway 70.

The National Weather Service has issued an Excessive Heat Warning for the area through Tuesday. The weather forecast for Doyle, CA Sunday afternoon calls for 104 degrees, strong winds out of the southwest Sunday of 21 mph gusting at 32 mph, and 9 percent relative humidity. The wind will subside Sunday night but will increase Monday afternoon — 22 mph gusting out of the southwest at 34 mph with 9 percent RH.

These conditions will make it a challenge for firefighters to make much progress in suppressing the fire.

Beckwourth Complex spreads toward Highway 395

The Sugar Fire grew to over 54,000 acres

The Sugar Fire, the only active wildfire in the Beckwourth Complex of fires, spread rapidly Friday afternoon, exhibiting extreme fire behavior for hours as it ran to the east and northeast. Friday night on the east side it burned east out of the Plumas National Forest onto a narrow strip of the Lassen National Forest and then to the border of private land. Beyond that, the terrain and vegetation transition, where firefighters were confident they could slow or stop the spread using dozers and fire engines.

New mandatory immediate evacuations were ordered Friday afternoon. Details are on InciWeb and Facebook.

The Sugar Fire has burned approximately 54,400 acres.

The video below of the Sugar Fire was shot from the Chilcoot camera south of the fire, looking north-northwest during the afternoon of July 9, 2021. It compresses three hours of extreme fire behavior into six minutes. During the entire time, pyrocumulus clouds are being created and maintained. Extraordinary. A decade ago pyrocumulus were not common. Now they are almost ubiquitous on large fires.

Helicopter goes down on the Lava Fire east of Weed, California

The pilot reportedly walked or swam away.

The FAA reported that the helicopter that went into Lake Shastiana July 7 was a Bell 212, N911KW registered to Rogers Helicopters.

Their very brief preliminary report says, “Aircraft submerged during water operations from Lake Shastina, Weed, CA.”

The report said there were no injuries.

The Incident Management Team on the Lava Fire in Northern California announced Wednesday afternoon, July 7, that a helicopter working on the fire performed an emergency landing into Lake Shastina in the afternoon due to unknown reasons. The pilot was able to swim/walk away and was being assessed. There were no other passengers on board.

The 25,000-acre Lava Fire is three miles east of Weed, California on the northern slopes of Mt. Shasta. It has been burning since June 24, 2021.

Beckwourth Complex flares up, more evacuations ordered

The Sugar Fire, part of the Beckwourth Complex of fires, was very active Wednesday, spreading about 3.5 miles to the northeast in a 15 hour period.

Wednesday afternoon the Plumas County Sheriff’s Office ordered a mandatory evacuation for residents of Frenchman Lake Cove.

The Dotta Fire remained quiet.

On Wednesday the relative humidity dropped to 10 percent while the southwest wind gusted at 15 to 20 mph.

The weather forecast for Wednesday night calls for calmer winds but the RH will max out at only 34 percent. For Thursday the prediction is for 10 to 15 mph winds out of the southwest gusting at 23 to 25 mph, 10 percent RH, and a high temperature of 88 degrees. This weather, again, could lead to rapid fire spread toward the northeast. The wind will not be as strong on Friday.

A mapping flight Tuesday night at 11:50 determined that the Sugar Fire, one of two fires in the Beckwourth Complex six miles east of Portola, California, spread northeast for an additional 2,214 acres during the afternoon. During satellite overflights Wednesday morning at 3:30 and 7:46 it was still active, producing smoke that was blowing to the north but by dawn was drifting northeast.

The Sugar fire has burned 2,512 acres. The 553-acreDotta Fire has been quiet for several days.

The strong wind that spread the fire Tuesday afternoon gusting out of the west-northwest at 17 to 19 mph, decreased by 8 p.m and by 11 p.m. was only 1 to 4 mph while the relative humidity rose into the 50s overnight.
