I worry about boring people with old subjects but here is a link to a complete APRS system from the radio carried by the individual to the map carried by anyone else. The map zooms in a close as you can get in Google Maps; you can download standalone maps when you do not have cell access. It is automatic for the person being tracked and simple for the tracker. This system uses amateur radio frequencies and links, so it would need some adaptation for use by federal agencies.

There have been some awesome sunrises and sunsets this winter, seems like more than I remember last year.
