Opinion: Rebuttal to Forest Service Deputy Chief’s statement

After reading the press release from Jaelith Hall-Rivera, I felt a need to reply. And I want to thank Wildfire Today for running my opinion here.

Jaelith Hall-Rivera is the Deputy Chief of State and Private Forestry, and her boss is the Chief of the US Forest Service, Randy Moore. Jaelith’s department is Fire and Aviation Management, which houses the wildfire programs that firefighters work. There is no excuse for her testimony to differ from her bosses testimony, yet that is exactly what happened. It’s almost as if Jaelith’s press release came out before Chief Moore testified the previous day in front of the Senate Appropriations Committee. While Jaelith assured California representatives that they were on pace to have full staffing in California, just 30 days later Chief Moore testified that California, Oregon and Washington may be 50% staffed, something Oregon Senator Jeff Merkley called, “a scary situation.”

Multiple articles have been published since Jaelith’s testimony on April 5th, pointing out that she falsely painted a rosy picture to legislators when the situation was dire. Jaelith testified on April 5th that their goal for staffing was 11,300 wildland firefighters, stating “and that is an increase.” But looking at a memo from Jaelith last fall, she claims that the USFS provided bonuses to 11,300 wildland firefighters (GS3-9 only) last year. So even if they are at 90% of that now, then that represents a 10% LOSS at minimum. Something is wrong here: either Jaelith lied about the numbers, or the USFS sent bonuses to a lot of people last year that should not have received them. Either way, it doesn’t instill confidence in the Forest Service Management.

There is a lie somewhere, and the misrepresentation to Representative Porter is infuriating for a workforce. Claiming we are on pace to be fully staffed when the spring fire hire event had not even started is misrepresenting the truth, at best. Especially when the same Fire Hire event in 2021 only netted an additional 56 hires. Why would this year be any different when the work environment and pay have continued to devolve?

Finally, Randy Moore decided to do some damage control and admit that although they were at 90% nationally, in some areas such as California, Oregon and Washington, staffing was as low as 50%. Again, that’s a shocking statement, but the numbers still don’t add up.

California makes up about 50% of the USFS firefighting workforce, so if they are near 50%, as well as Oregon and Washington, then how can we realistically be above 60-75% staffing nationally? This is 4th grade math: averages.

As a workforce, we simply want truth and transparency. That’s really the minimum. There can’t be that many FMOs in the USFS. Tell each of them to spend 30 minutes entering in the data from their district so we know exactly what positions are vacant. And make this database public and searchable. This database would take a GS6 a day or two to complete, and another 30-60 minutes for each FMO to fill out. Until this project is completed, we can assume the USFS either has no idea what their staffing level is, or they are lying about it.

I want to offer solutions whenever I offer criticism, so here are a few more:

1. Explain very clearly what the holdup is with the funded infrastructure pay raises, and what your plan is for payments including backpay as stated by law.

2. Explain your goal for what a career ladder looks like, even if it doesn’t become reality. Will we be able to have a living wage? Or should we get out now?

3. Start showing some receipts. Show you care. Why are NFFE and Grassroots Wildland Firefighters lobbying the Secretary of Labor instead of our own agency? Why are senators asking for OWCP reforms instead of our own agency? My friend was seriously injured and the USFS told him to call a charity. Is that acceptable to those in the Washington Office?

4. Rebuild the credibility of the USFS Washington Office by including an average employee (GS5-7) on all planning and workforce related meetings. Allow them to represent the workforce, and to the workforce. This would be a detail assignment

5. Explain exactly how we can increase not only our female participation in the workforce (6% of Fire workforce), but other minorities as well as LGBTQ individuals and what actionable items are happening now to make that happen.

6. Credibility only comes with transparency. Our workforce has never been more united and connected through shared struggle and technology. We have more knowledge of the situation than our predecessors and can see through the misinformation and deceit. We will not sit by idly or submit to threats from the DC office. Accountability, authenticity and transparency are not optional anymore.

I understand that the USFS did not ask for these new reforms in classification and pay, but they are here now, and our workforce needs them. But not just firefighters, the whole USFS workforce needs to be brought into the modern federal workforce that exists seemingly in every other agency.

I am optimistic that better times are ahead, but our leadership needs to show their hand a bit more, and offer some hope and motivation for those of us that are putting our physical and mental health on the line every single day for our employer and our country.

Sometimes they just need a hug

When you have been impacted by a disaster of any kind you are frightened, scared, often very angry and the last thing you need is to fill out forms and answer numerous questions from strangers clamoring to HELP you. So why is it that the majority of our disaster assistance and recovery programs at all levels fail to understand that emotional issues can seldom be resolved by analytical processes?

At a hazards mitigation conference I once attended, one subject kept coming up (albeit often in side conversations): how can we do better with natural hazards preparedness and mitigation? At all levels of government and private industry, the fact that billions of dollars are being spent annually often with very little result is becoming a major concern. That the largest risk companies now estimate that the cost of hazards damage is starting to become incalculable is scaring even the wealthiest countries. The big elephant in the room was the fundamental question of whether it is even possible to understand a subject with massive emotional dynamics through analytical means.

Should this be approached in a very different way? Any victim of a disaster in which their world has imploded in 5 minutes is naturally frightened, upset, and scared. To introduce a program of any kind, no matter how well-intentioned, that does not explicitly recognize this adds additional trauma, leading to complex issues lasting for years.Chitimacha many waters

Two of the presenters at the conference made a huge impact: elders from the Chitimacha Tribe of Louisiana; and Sallie Clark, a Commissioner for El Paso County, Colorado. Their messages were different, but interconnected. In sum, they both stressed the importance of knowing your community and reacting in both a human and efficient systems way, or as Sallie stated so eloquently “Yes, indeed we need to be efficient in our response to a disaster — but let’s not forget that sometimes they just need a hug.”

The Chitimacha (Sitimaxa, “people of the many waters”) are famous because when the FEMA team got to their reservation three weeks after hurricane Katrina, they had already taken care of most of the damage. Communication in the tribe took place mostly by word of mouth, with CB radio assistance. Within 24 hours after the storm had passed, all 1,100 members of the tribe had been contacted by a tribal council team and all needs, both physical and emotional, were being attended to. Rebuilding had started, and in many cases was complete. A major focus of the tribal council was on emotional support, and this ran consistently throughout everything they were doing.

Sallie was doing something similar after the 2012 Waldo Canyon fire devastated her Colorado Springs community. That wildfire was one of the most destructive in Colorado history. It took two lives, destroyed 347 homes, forced tens of thousands to evacuate, and insurance claims topped $450M. Sallie’s response: identify everyone impacted, ensure they have a case officer attending their needs both physical and emotional, and simply make sure they have a shoulder to cry on. She personally drove to evacuation shelters and made sure this was being done and gave anyone a hug who needed it. A truly shining example of “WE CARE!”

Growing body of research points to reproductive health problems for female firefighters

One study showed 27 percent of pregnancies among female firefighters ended in miscarriage

When Sophia Huston started working as a hotshot — a specialized wildland firefighter with advanced technical training — she was 19 and didn’t know what she was getting herself into. She was physically fit and worked out regularly, but she wasn’t ready for preseason training, when the U.S. Forest Service, the agency she worked for, weeds out the unprepared with intense and physically demanding drills. “You’re going on hikes with full gear and chainsaws,” she said. “I weigh about 115 pounds and I’m carrying about upwards of 80 pounds of gear up a hill. I’m feeling the stress on my body and joints. I’m waking up in the middle of the night to eat food because I can’t get enough calories in.”

Shortly after the training began, Huston got what would be her last menstrual cycle of the fire season. She’s been working in fire for six years now and hasn’t gotten her period for the past three years, which she speculates is due to lack of sleep, poor quality of food, and the physical strain of the job. She doesn’t know what the long-term repercussions of working in the fire service are on her health and fertility. “I just know it’s not good for you,” she said. “It’s not very conducive to fertility and reproductive health.” New research suggests that Huston’s hunch is spot-on.

Smoke, heat, fire-suppressing chemicals, and the physical exertion required to put out and control fires all have effects on humans, but the body of published research on how firefighting affects health is astonishingly small. Studies have shown that being exposed to smoke in general is linked to lung cancer and cardiovascular disease. But little is known about the cumulative impacts of fighting fires year after year, whether soot and other compounds can get absorbed through the skin and cause health problems, and how, exactly, smoke impacts the body in the long-term.

The ways in which fighting fire, and fire itself, affect women are even less understood. Women make up a tiny fraction of the national fire service, both in structural fire departments — the local departments that put out house fires — and the wildland crews that fight fires that occur in the wilderness and areas where wildland meets urban zones. They operate in a system that was built for and around men. And despite evidence that even short-term smoke exposure can affect pregnancy outcomes, female firefighters receive little to no information from their employers on how fire could impact fertility or pregnancy. “Nobody says, ‘smoke is bad, don’t stand there,’” Megan Saylors, a career wildland firefighter for a federal agency, told Grist. “It’s just such an accepted part of our work environment.”

A recent study published in the journal Environmental Health builds on the slim body of research on how work in the fire service specifically affects the reproductive health of women, and trans and nonbinary people who can get pregnant. By analyzing nearly 2,000 pregnancies in more than 1,000 female firefighters, the study found that self-reported miscarriage was 2.3 times more common among female firefighters than it was among female nurses, a cohort that is exposed to similar chemicals and work strains. Twenty-two percent of female firefighters miscarried, compared to 10 percent of female nurses.

The results are similar to those of a 2018 analysis showing that 27 percent of pregnancies in a cohort of 1,821 female firefighters ended in miscarriage — higher than the miscarriage rate in the general population, which is 13.5 percent. But the new study went further by separating firefighters by volunteer versus career status and comparing structural firefighters to wildland firefighters.

The study found that, overall, volunteer firefighters had increased risk of miscarriage compared to career firefighters. And volunteer wildland firefighters had nearly three times the risk of miscarriage compared to career wildland firefighters. Less than 5 percent of career firefighters are women, and 84 percent of the female firefighters in the U.S. are volunteers, which means a disproportionate percentage of the women who fight fires in the U.S. may be at increased risk of miscarriage.

Alesia Jung, a postdoctoral student at the University of Arizona and the lead author of the study, told Grist that she was surprised by the results of her research. She had initially hypothesized that career firefighters would present with the highest risk of miscarriage, because those women are exposed to fires more often than volunteers. “Generally the assumption is that career firefighters who generally respond to more fires in a year would have greater occupational exposures than volunteer firefighters who typically serve smaller communities and may have a smaller amount of fire responses,” she said. “So it was really interesting to see that volunteer firefighters appeared to have a greater risk of miscarriage, and this did vary by wildland firefighter status.”

Jung said that more research needs to be done on why firefighters face such high rates of miscarriage and what can be done to better protect them. Current and former firefighters agree.

Saylors, who has worked on crews based in Alaska, southern Nevada, southern Utah, California, and Oregon, says she’s never worked for a department that had policies or advisories in place to inform women about the risks of the job to their pregnancies. “I know women who were still working on a fire engine doing wildland stuff eight months pregnant. But then you have other people who, as soon as they find out they’re pregnant, they stop doing operational stuff,” she said. “Structural departments and wildland agencies struggle with, what do we do with those women? When do we no longer go put out the fire? When do we no longer go help with a prescribed fire during pregnancy?” Saylors said federal firefighting agencies should collect and conduct research on fertility and put policies in place to protect employees based on that research.

Zora Thomas, a seasonal wildand firefighter working for the Forest Service, told Grist she wasn’t surprised that wildland firefighters face an increased risk of miscarriage due to the requirements of the job. “Exposure to smoke is so ubiquitous and unavoidable, and wearing a respirator really isn’t practical or even possible due to the intensity and duration of our working days,” she said. “It doesn’t surprise me that the obvious occupational hazards we face would have some impact on health and pregnancy, and I would expect that there are also impacts to male reproductive health.”

There’s some evidence that the fertility of male firefighters is also jeopardized by smoke and other hazards of the job. A 2019 study of Danish male firefighters found full-time firefighters were at greater risk of infertility than a comparison group of men in the military. Another study published in October that tracked male fertility in the general population following 10 days of unprecedented hazardous smoke in Oregon during the 2020 fire season found that semen quality greatly deteriorated following the onset of hazardous air quality. “Among male firefighters, reproductive issues are also a topic of concern,” Jung said. She hopes that future studies will help isolate the factors behind firefighters’ fertility problems and shift the status quo so women, and men, are better protected on the job.

Huston isn’t waiting around for the Forest Service to figure out how to better protect women. In December, she finished her sixth season as a hotshot in California. It’ll be her last. “I’m sad to leave but at the same time, I realized this year that I really care about my health, it’s one of my core values and almost everything we do seems to compromise my health,” she said. “Firefighting is a part of my life that I’m very thankful for, but I’m ready to get out.”

Wind-driven fire ran until the gusts died

The Marshall Fire that demolished more than 1,000 homes along the front range of Colorado two weeks ago was not unique. This particular kind of fire happened before, on April 17, 2018 — 115 miles due south of the Marshall Fire.

The wildfire was simply called the MM 117 fire for mile marker 117 on Interstate 25 south of Colorado Springs, in El Paso County. Despite earning a federal disaster declaration and scorching over 43,000 acres it never rated a real name.

Like the Marshall Fire, this grass fire came on fast and stopped almost as soon as the winds died. At the time, it was the fifth-largest in state history but 100 percent contained in 72 hours.

It began when a motorist, their car dragging its muffler, sent sparks into the air when there was just 4 percent humidity and winds blowing up to 80 miles per hour. Sparks ignited the grass. Fire investigators on the scene said any motorist with an overheating engine could have sparked a blaze. The entire day it seemed all of Colorado was hammered by winds that grounded planes at Denver International, then grounded firefighting planes as well.

Unable to reach homeowners by car, with the fire racing away, frantic officials resorted to pleas over Facebook message boards: “A deputy sheriff said he was driving at 35 mph near the fire Tuesday, April 17th, 2018, and it was moving faster than he was,” reported Wildfire Today.

The final tally was horrifying for a fire that lasted barely the length of a holiday weekend — 24 structures destroyed, over 43,000 acres scorched, and “untold number of livestock,” mostly beef cattle killed, according to the Colorado Springs Gazette.

Speed was a big part of the story. The fire raced due east and covered 20 miles in just a few hours. Along the way, It leaped over roads, torched houses and seemed impossible to stop. Yet when winds died and rains came, containment of the fire happened quickly. 

There is a stunning lesson to be learned from this grassland fire: We have little control over wind-whipped grasslands fires once they get going. All we can do is run.

How one Forest had 120 fires in the last two years but only burned a total of 70 acres

The big man leaned across the table, folded his hands, thought for a moment, then said that he wanted to make one thing clear right from the beginning: What we did on our forest this summer was partly due to the specific character of our geography, our climate, our roads, our fuels, and about mitigating future risks. All new fires during fire season received a full-suppression, aggressive initial attack approach. The big man who made this statement was Merv George, Jr., Supervisor of the Rogue River–Siskiyou National Forest (RRSNF) in southwest Oregon. And the What-we-did Merv was referring to was to initial attack 60 fires and keep the total acres burned at a little over fifty for the year. Note that in the summer of 2020, they had the same number of fires and only burned 20 acres. That is not counting the Slater Fire that came onto their forest from the Klamath N.F. and burned way up into Oregon. No fault there given it was unstoppable right from the beginning. Sitting not far from Merv was Dan Quinones (RAC ’02)- a former Redmond smokejumper, and the FMO on the RR–Siskiyou. Note, I’m not using quotation marks with these statements unless I can remember exactly what was said. Words are important to these two men. I want to make sure that’s understood.

Given the heartbreaking news of Western fires during the 2021 fire season, it was a breath of fresh air when Chuck Sheley (Editor Smokejumper magazine) and I met with Merv and Dan last October. Many of us, including a lot of Smokejumper magazine readers, have been pushing for years to get the Forest Service back to rapid and aggressive initial attack. Chuck has led the charge and now that effort (in some areas) seems to be paying off. Bill Derr’s (USFS Ret.-Law Enforcement) email thread includes several retired Forest Supervisors, FMO’s, Type 1 IC’s, Operations Chiefs, Deputy Chiefs, and Air Resource Officers. The National Wildfire Institute based in Fort Jones, California has been steadily at it as well. Add in former Forest Service Deputy Chief, Michael Rains’ “The Call to Action,” and James Petersen’s “First Put Out the Fire,” and you have major voices calling for an immediate change in how the Forest Service deals with fire these days. As you would expect, among these people it’s fully acknowledged that fire plays an important role in forest health. But, given the longer fire seasons in the West, the massive forest fuel build-up due to less logging, and the critical low fuel moisture due to climate change, it’s clear that, for the time being, we need to put out all fires during fire season as quickly as possible. It’s also understood that some fires will (even with the best effort) escape containment and go big. So, for those concerned about getting fire back on the landscape, it’s likely that plenty of acres will end up in that category anyway.

That said, you can imagine how excited we were hearing from the Rogue-River Siskiyou N.F. about their IA success in the summers of 2020 and 2021. More on that later but now, some history.

In early summer 2019, Oregon Governor Kate Brown established The Oregon Wildfire Response Council (OWRC). It seemed a good idea. I felt that a state like Oregon might make real progress on the mega-fire issue plaguing the West. First, as a relatively small state, they are more politically agile—certainly more than California. Secondly, the timber industry has had–and still has–a strong influence in Oregon politics. And third, both private industry and the Oregon Department of Forestry (with its emphasis on strong initial attack) have historically leaned on the Forest Service to put stronger emphasis on more aggressive fire suppression.

So, I did some research and contacted Ken Cummings, Regional Manager at Hancock Natural Resources Group in Central Point, Oregon. He was on the OWR Council and put me in touch with Committee Chairman, Matt Donegan and concerned citizen, Guy McMahon in Brookings. Kate Brown’s office wrote back and put me in touch with an aide to Senator Jeff Merkley. Within a month Jim Klump (RDD ’64 – former Redding smokejumper and FMO on the Plumas N.F.) and I went to Salem to attend an Oregon Wildfire Response Council meeting. Senator Merkley’s aid was there. After speaking with both the aide and Matt Donegan about what might be done locally, I decided to contact my two local Forest Supervisors, Merv George Jr. on the Rogue River-Siskiyou and Rachel Smith on the Klamath.

When Merv George Jr. agreed to our first meeting (that was in June), I took a half-dozen copies of Smokejumper magazine to give to him. These were the ones in which Chuck beat the “strong initial attack and keep them small” drum hard. Early in the meeting, not long after I’d brought up the subject of strong IA, Merv leaned forward and told me straight-faced, you’re looking at one of the most aggressive IA Forest Supervisors you’ve ever met. He went on to explain that his Hoopa Native American heritage has helped him understand the difference between “good” fires and the devastation that “bad” fires can cause.  He also understands the need to put fire back in the woods and, more importantly, the right times to put it there. He went on to explain that he raised his hand for the RRSNF position to try to “fix” the problem. The “problem” being the large fires of late on the forest—the Chetco Bar, (192,000 acres), the Klondike (175,258 acres), and the Taylor (53,000 acres) to mention three. That got me thinking that there could be a big success story if the Rogue River–Siskiyou could showcase that, with the right preparedness and IA effort, you could put out most all fires.

Then, while serving as Duzel Rock Fire Lookout (for Cal Fire) this summer, I got a call from Dan Quinones. That was late July. At that point, they had had 48 total fires, 31 lightning and 17 man-caused. Total acres burned, less than ten. Then he said the other thing (when added to Merv’s comment about being an aggressive IA Forest Supervisor) that made me want to write this article: “Our crews are going around with smiles on their faces. We’re having fun.” I thought to myself, this is it. This is what most old-time firedogs have been saying all along. If you encourage your crews to get out there and go after fires and put them out small, they will naturally become excited and connect with the passion of good firefighting.

Such passion comes directly from successful initial attack. It comes from those times when a crew hits a fire, works into the night, works until they feel tired and hungry and miserable but keep going, digging deep and finding that better part of themselves. That part they instinctively hoped was there. Then, once they catch their fire and walk off the mountain in the morning they feel like kings, and nothing can ever take that feeling away. It’s the tough times that build the kind of character that make great wildland firefighters. The tough times are transforming, and they are empowering. I think this point is not widely understood by many current wildland fire managers. Time after time I’ve heard from various crews, “Murry, they’re ruining firefighting. They’re holding us in camp too much. They’re not letting us do our job.”

I heard it again this past summer and not just from crews but from a Central California Type 1 Incident Commander, his Ops Chief and Plans Chief. Their take: Too many times effective work could have been done. Too many times crews and related resources were held back by the local forest. The IC told me straight out, “It’s this safety thing. The safety card is played too much. Too many times it’s too steep and it’s too rough. He went on to point out that by backing off and slacking off, these fires go way big and expose crews to thousands of miles of road trips—often when exhausted–thousands of helicopter rides into unimproved helispots and tens of thousands of miles of fireline with burning trees and snags.”

BLM firefighters compete in physical fitness challenge

Physical fitness is essential to firefighter performance, mental health, and safety. For example, fatigue has been found to be a contributing factor in many firefighter accidents. To encourage physical fitness, the National Interagency Fire Center (NIFC) sponsors the annual BLM Fire Operations Fitness Challenge. The voluntary fitness challenge provides a common system by which BLM firefighters can measure current fitness, establish fitness goals, track fitness improvement, and receive recognition for their efforts.

Recently, several BLM Montana/Dakotas wildland firefighters participated in the annual BLM Fire Operations Fitness Challenge. The highest scoring male and female participants in Montana/Dakotas were recognized for their achievements. Both are firefighters from the North Central Montana District and work at the Zortman Fire Station. First-year seasonal firefighter, Jessica Race, was the top female participant and third-year seasonal firefighter, Kevin Henry, was the top male participant. Those participants scoring a Level 4 (300 points) were also recognized for their achievements.

“Firefighter fitness and well-being are the foundation to maintaining a healthy and resilient workforce to meet the demands of the job. BLM Montana/Dakotas encourages all our firefighting staff and partners to participate in high-quality training and fitness activities for the challenges they face,” said Aaron Thompson, BLM Montana/Dakotas State Fire Management Officer. “While the BLM Fire Operations Fitness Challenge is voluntary, Montana/Dakotas firefighters consistently participate in this annual activity, and we are proud of both Kevin and Jessica for their accomplishments.”

The BLM Fire Operations Fitness Challenge tests participants in four basic exercises — push-ups, pull-ups, sit-ups, and a timed run of either 1.5 or 3.0 miles. Participants are evaluated using a point system for each exercise category. Achievement is categorized in level increments where Level 1 is the minimum and Level 5 the maximum fitness level.
